I was sure I'd read that RTD was planning something ...
I wouldn't be shocked if he had been vaguely planning something, but given that the last attempt to revive "Who" failed miserably, it wouldn't have probably been more than a "ooh, this might work" sort of thing. My understanding was that the idea wasn't orginally a DW spinoff, but rather just humans hunting aliens by using tech on modernday earth
